A flood is not just a big version of a spill. When a river crests, a storm surge pushes in, or the street backs up and pours through the house, the water arrives already contaminated — and it soaks the whole structure at once. That changes how you have to clean up: safety and demolition come before drying, and much of what got wet has to go rather than be salvaged. Why floodwater is “black water”
Restoration pros sort water into three categories, and the category — not the volume — decides how aggressive the cleanup has to be. Natural floodwater is Category 3, “black water,” the most hazardous class, from the moment it enters your home. As it travels across streets, yards, and fields it picks up raw sewage from overflowing systems, fuel and lawn chemicals, and disease-causing bacteria. The CDC warns that floodwater can make you sick, that open wounds exposed to it can become infected, and that anyone entering it should wear rubber boots, rubber gloves, and goggles. Water contaminated with fuel or toxic chemicals is not made safe by boiling.
The practical upshot is that a flooded home is a contaminated site, and the biggest hazard before you even reach the water is electricity. Never enter standing water that could be energized — shut the power off at the breaker first, and if the panel was submerged or you’d have to stand in water to reach it, leave it to an electrician. If gas appliances flooded, have them checked before relighting. Only after the building is declared safe and the power is off does the actual cleanup begin.
Flood cleanup, step by step
The sequence below is the order restoration crews work in, compressed to what a homeowner needs to know. - Wait for the all-clear, then cut the power. Don’t re-enter until authorities say the building is safe. Before you step into any standing or receded floodwater, make sure the electricity is shut off at the breaker — floodwater and live wiring are a lethal combination. If reaching the panel means standing in water, or the panel itself was submerged, call an electrician instead of touching it.
- Put on protective gear before you go in. Floodwater is contaminated. Wear rubber boots, rubber gloves, and eye protection, and add an N95 respirator once things start drying and mold spores go airborne. Cover any cuts, and wash exposed skin with soap and clean water as soon as you finish.
- Document everything for your claim. Before you move or throw out anything, photograph and video every room, the high-water line on the walls, and each damaged item. Flood damage is usually covered only by a separate flood policy, not standard homeowners insurance, so a thorough record matters. Keep a written inventory of what you discard.
- Pump and extract the standing water. Get the water out fast. Use a submersible pump for deep water and a wet/dry vac for what’s left, then shovel out mud and silt before it dries and hardens. In a fully submerged basement, pump down gradually — a day or so at a time — so outside groundwater pressure doesn’t collapse the walls.
- Gut the unsalvageable materials. Remove and bag everything porous that touched floodwater: carpet and pad, soaked drywall and insulation, particleboard, upholstered furniture, mattresses, and food. Cut drywall several inches above the water line — insulation behind it wicks water upward and will not dry in place.
- Clean and disinfect what remains. Wash hard, non-porous surfaces — studs, subfloor, metal, sealed concrete, glass — with detergent and hot water, then disinfect. Scrub off all visible mud and film first, because disinfectant does little over a layer of organic soil.
- Dry the structure within 24–48 hours. Open windows, run fans and air movers for airflow, and run dehumidifiers to pull moisture out of the framing and slab. Keep drying for days, not hours, and confirm materials are truly dry with a moisture meter before you close any wall back up.
What must be thrown out
Because floodwater is contaminated, the salvage bar is low: anything porous that soaked it up and can’t be cleaned to a hard, dry surface has to go. FEMA advises removing wet drywall, insulation, and other water-damaged porous materials rather than trying to dry them in place, because they’re nearly impossible to clean and they trap moisture against the framing. In practice that means bagging out:
- Carpet and carpet padding, and area rugs
- Drywall and insulation that got wet — cut the drywall several inches above the high-water line
- Particleboard, laminate, and pressed-wood furniture, which swell and crumble
- Mattresses, box springs, and upholstered furniture
- Ceiling tiles and any wet HVAC duct insulation
Food is its own category. The CDC says to throw out any food that touched floodwater — including items in packaging that isn’t fully waterproof, and containers with screw caps, snap lids, or crimped tops — along with anything that lost refrigeration during the outage. When in doubt, throw it out; contaminated food can make you sick even when it looks and smells fine. Hard, non-porous items — metal, glass, sealed concrete, solid wood, and hard plastics — can usually be washed with detergent and hot water and then disinfected rather than discarded.

Drying is where every water cleanup is won or lost, and after a flood the clock is unforgiving.
